Constantine A. Pagedas

Executive Vice President and COO

Dr. Pagedas joined ITTA in March 1997 as a specialist in contemporary security policy and currently serves as the company’s Executive Vice President and Chief Operating Officer. His specific areas of interest include U.S. and European foreign and defense policy, government acquisition with a specific focus on major military and space programs, U.S. national industrial security policy, as well as U.S. government research and development activities in aerospace, space, defense, cybersecurity and information technology.

Dr. Pagedas is directly involved with ITTA’s broad customer base, which includes senior officials from U.S., European and Japanese companies, government agencies, and industrial associations. This has included working on behalf of ITTA’s clients with the Committee on Foreign Investment in the U.S. (CFIUS) and the U.S. Defense Security Service (DSS), which oversees U.S. security arrangements for classified contracts. Specifically, he has worked in the field of U.S. national industrial security policy and has assisted with complex foreign ownership, control and influence (FOCI) issues to support numerous successful high-profile mergers, acquisitions, joint ventures and other types of cross-border business arrangements.

Dr. Pagedas was awarded a PhD from the Department of War Studies, King’s College, University of London for his doctoral thesis on Anglo-American relations with France during the Eisenhower and Kennedy periods. He earned a Master’s degree in International Studies from the University of Birmingham in the United Kingdom and Bachelor’s degree in History from the University of Wisconsin-Madison.

Dr. Pagedas is the author of Anglo-American Strategic Relations and the French Problem, 1960-1963: A Troubled Partnership (London, 2000), and the co-editor of the book Personalities, War & Diplomacy: Essays in International History (London, 1997). He frequently contributes articles to scholarly magazines, journals and books, and has provided numerous interviews for various news organizations.  In the spring of 2015, Dr. Pagedas joined the Department of History Board of Visitors at the University of Wisconsin.  In March 2020, he joined the board of Mediterranean Affairs, Inc., a non-profit organization based in Washington, DC, having previously served as the Editor of its journal, the Mediterranean Quarterly, since 2012.

ITTA Executive Vice President Constantine Pagedas and ITTA Director Robert Shields supported the World Bank’s GovTech Global Partnership in its March 2023 publications of two report: Institutional and Procurement Practice Note on Cloud Computing; and the Data Classification Matrix and Cloud Assessment Framework. These publications support the World Bank’s efforts to promote secure and resilient adoption of public cloud computing solutions by government entities.
