As
a result of the terrorist attacks of September 11th, it is obvious that
there will be major changes in US defense and security policy. It is
becoming clear that the defense budget will increase, current force
levels will most likely be maintained, and there will be even greater
emphasis on creating and enhancing capabilities and defenses
against asymmetric threats. The Bush Administration is formulating an
aggressive response to the attacks, with considerable emphasis on a
coalition building strategy that is based fundamentally on diplomatic
and economic leverage to compel cooperation with international law.
Military operations against terrorist organizations and their sponsors,
which are now getting underway, will also significantly influence US
security policy and future defense programs. This will be a time of high
uncertainty and challenge for the Department of Defense, the defense
industry, and the many organizations that support them.
This
ITTA Defense White Paper provides a brief assessment of the situation in
the wake of the September 11th terrorist attacks and an introductory
overview of the likely defense and security implications, which are only
now becoming clear. It is our hope that this White Paper will contribute
to a general understanding of the issues at hand and the impact they
will have on defense policy and programs in the United States.
